字面译: civic labour(labor) (美国跟加拿大这个字的写法不同, 都是正确的)
不过你的意思应该是: civilian worker/labourer

Let me join the fun. Please bear with me first I can type English only at work and second this response will be long.
As for your information, I work for the Canadian government as a policy analyst and about a year ago, I dealt with a similar situation. Every year, Canada hires a number of workers from Mexico to work in the farms for a few months. As I had to develop a policy to address the issue, so a term of reference to describe them was necessary.
Language reflects the culture. 民工 is very unique in China or probably in India, but does not exist in any of the English speaking countries, thus causing trouble defining the social issue in English.
My team consisting of policy analysts like me, immigration lawyers, constitution laws and government officials had considered migrant worker, immigrant worker, displaced worker, separated worker and seasonal worker.
I have said language reflects the culture, so migrant worker was ruled out, because we cannot compare human with birds, which is politically incorrect. A local newspaper, Toronto Star, used this term, and receeived massive criticism from the society.
Immigrant worker is confusing with immigrant and provides a misconception these workers have legal landed status in Canada.
Displaced workers, just like displaced children (a term from United Nations referring to those involuntarily have left their country because of war and political reasons) grammatically describes the issue well. Because of the hidden meaning, we chose not to use this word. Also, these workers are not forced to leave their country.
Separated worker comes from the concept of Separated Children, a program in Europe to describe children who have left their country of origin for whatever reasons. In Canada, there are about 5 experts in separated children, and I am one of them. This term was not adopted because nobody understands the meaning without extensive education.
Seasonal worker refers to those who work a few months and then off the rest of the time. They may be local workers as well, so not very appropriate. Eventually, this term is now being used because it is politically neutral, not provoking anybody.
民工 should be defined by sociologists to describe the social problem. I am afraid there is no English term for a meaningful translation.
If I have to pick one, I suggest seasonal workers.
