转述别人的话一般用said 因为都已经是转述了 说明已经说过了 这里应该是过去时态 所以用了said

前面一句是现在转述的话,所以用say,一般现在时
后面一句是过去转述的话,也就是采访的时候官员说的话,现在再引用就要用一般过去式said了。

我认为,officials say这个说法是错误的,应该是said
