1,第一句,when （they were）told about the news.作时间状语从句,they 和 后面的 told是被动的关系,这个时候,如果要省去主语they的话,一定要和they后面的be动词一并去掉,其他不变.就相当于把从句变成了动词短语.
但是,如果从句中的主语和谓语不是被动关系,而是主动关系的时候,想省去主语,变为动词短语的话,需要把谓语动词变为ing形式.
举例：
They expressed surprise when the boss told them about the news.这时候,主语the boss和谓语动词told是主动关系,所以应该这么变：
They expressed surprise when telling them about the news.跟原句对比,细细体会一下.
2,第二个问题,其实就是主动被动问题.后面的contain radium powder是定语,还原成最初的句子应该为：
old bottles that contains radium powder,这里,代词that代指bottle,作主语,跟后面的contain是主动关系,所以省去主语that变为动词短语时,应该去掉that同时把contain变为containing.
