As far as we know if you do not export the goods from China the chinese VAT will come into force and (pls.correct me if I´m wrong) the 17% VAT will have to be payed by someone.Who?

但关于这个项目还有一个问题,客户的工厂在中国,你的工厂也是,货物从中国运到澳大利亚再转运回中国,这样太不划算了.
据我所知,如果货物不从中国出口,就要收取增值税(如果我错了,请指正),请问是哪方支付这支付17%的增值税?请你解释一下.
