我一开始选的D,很直观.但是后来我看到e,是啊,如果本来汽车产生的污染就不严重,那么即使这个计划有效,也不能解决多少这个城市的污染问题啊.那么为什么选D而不是e呢?

e里头的scrapping应该指的是废弃吧,scrap的动名词形式,汽车的废弃造成的空气污染小到可忽略不计.也就是说,不增税的情况下,汽车占有量增加,那么废弃的车也会增加,但汽车的废弃并不会对空气污染造成多大的影响.这个论据是支持专家的观点的,但是并不足够,算是一个较小的方面,d是最大的原因.单选题还是要选最优选项.
如果汽车用油效率降低，排放量增大，那么即使汽车保有量下降，排除的废气量还是不会少的。所以D是对的。
E，scrapping是什么意思？有废气的意思吗？我也不清楚。
如果不是废气的意思，那就是无关选项，当然不能选了。
汽车报废在原文中没有涉及到啊 e应该是无关选项。。。D更正确
