第一个题,
首先,这几个词都是及物动词（就是说后边直接加宾语的动词,宾语是指名词、代词之类）,直接加名词time,所以语法上都对.
然后,看意义.offer提供 get得到 afford承担得起 manage管理,控制 基本上,你会觉得难以判断,甚至觉得好像都可以啊
再然后,看习惯表达,老外他们说offer,一般是说给别人提供什么东西,比如 He offered me a position in his company.他提供给我一个他公司的工作职位.get得到,比较口语化,乍一看有点怪(自己的时间还要从哪里得到啊?),还凑合,再看看别的选项 afford一般来说指金钱上,比如：I can not afford the necklace.我买不起这条项链.manage the time 表示安排时间,是习惯表达.所以选D,“我没能安排好时间”.
第二题
你本该前天把这事报告给经理的.（实际上前天没报告,有后果的~）
语言点1：ought to do = should do
2：should have done就是说本应该做...事（其实结果是没做）
又因为语言点1,也可以是 ought to have done
3：怎么会想到这个been reported呢,这表明了,你对主动句和被动句完全没有概念.
主动句是:
She killed Jim last week.她上周杀了Jim.
发起动作的人做主语（she）,接动词(kill),接承受动作的人/物(Jim).
被动句是指：
Jim was killed by her last week.吉姆上周被她杀了.
就是说:
承受动作的当主语,然后加be done,然后加by 发起动作的人/物
1 这个被怎么怎么样的人或物当主语（Jim是主语）,
2 然后是被动的标志：be done,就是was killed（考虑到时间是上周,用了过去时）.
3 然后是by her 说明被她杀死.
注意by...这部分可以省略,而语法仍然正确.所以句子 Jim was killed.也是很好的一个被动句.可以不说是谁杀的.这个by假如出现,
回到题目,如果你用be reported,这个句子可以改为：
The matter should have been reported to manager the day before yesterday.
这个事本该前天 被 上报给经理的.
或者用中文模糊下,这个事本该昨天上报经理的.其实就是事件 被 上报给经理,是被动句.
