答案上说是B,但为什么这里went的时态不要退一档,

went只是对过去的一个事实的叙述,该用什么时态就用什么时态,而had been built当然是以went为参照,发生在went之前,自然要用过去完成时.
因为这并不是虚拟语气，不需要退档的，他说话已经过去了，只是把他说的话引用一次而已当然要尊重他原本实际的时态
前面是过去完成时,所以when后面跟一般过去时
我看语法吧你们脑袋都搞坏了。
